The debate on the proposal to have regional governments as proposed by coast leaders has elicited sharp reactions from leaders across the country following the ongoing BBI consultative meetings across the country by Nasa Leader Raila Odinga.
Speaking to Gusii star, Samuel Bosire who is the General Secretary for Gusii council of Elders has also weighed in on the matters saying that it will be a burden to the already
Bosire says that instead devolution should be strengthened downwards with a focus on the county level instead of creating regions which will burden Kenyans.

“Already taxpayer is burdened and creating other layers of devolution upwards is same as centralization of resources and power which Kenyans already rejected” Bosire said
The debate which was raised by Raila Odinga was revived by Coast leaders who want their views be included in the Building Bridges initiative recently in coast meeting.
He however warns that it will be not be logical to have more blocksof governance and instead we should focus on empowering counties downwards so as to benefit Kenyans especially empower wards and county assemblies.
“The creation of regional blocs is a not logical response to dealing the dwindling economy. We should instead come up with proper mechanisms which can help our country develop” He told Gusii star.
Mr. Bosire noted that it’s now the time the Government changes tact and focus on devolving more resources as enshrined in the constitution to take resources downwards instead of creating regional governments.

“I believe in devolving resources downwards and this will help improve the economy but not upwards”, he asserted
The elder has however said that we instead should have additional counties which will help people like Kuria and split other big counties to share resources equitably
“ We should be discussing how to empower and create more counties to accommodate marginalized people like the Kuria.
As Abagusii we can have also have Gucha County, thus enabling service delivery close to the people”, noted Bosire.
